victoria plum tree (no fruit)

i have a victoria plum tree, about 4 years old but hasn't produced any fruit yet, what could the problem be

Do you have other plum trees to pollinate it?

There needs to be warm weather when the trees are in flower otherwise there will not be any insects around to pollinate them, this could be the problem.

i forgot to mention the tree has never had any flowers on it either.
