i need help with my netbook **PLEASE**

Hey can someone help me with my netbook please? everytime i switch my netbook on, it wont load the start menu or anything on my destop, i have tried everything and nowt works the only thing it shows it my desktop picture and thats all please help urgently

boot into safemode with cmd prompt[keep hitting f8 after it post beeps]
then type:

chkdsk c: /v /f /r

then reboot

well i tried that mate and it isnt letting me do anything with the f8 utton i keep tapping it repeatedly but nowt happens, i think i need a repair disk for xp service pack 3 or summit and i cant download it either cause i only use a dongle and dont have a telephone line

you can only get into safemode immediately after a repower [2 sec window]
keep hitting F8
