I'm sure there's plenty of people looking to move in or out of the area with Cooncil property. I'm certain it would attract the attention of anyone wanting to move up here.

The interweb is awash with exchange websites - many of which charge a fee. Perhaps it would be another feather in the .Orgs cap to do it FOC online?

There is a site on the web, just google council house exchange, and lists are in the council offices, not just for caithness but other areas too.
