Where is/was Sessions House, Castletown?

Please can anyone shed any light on the function of this address from the 1861 Census? Was it a private residence, or did it have another function?
263 Sessions House, Castletown. My husbands great great great grandmother resided here with 3 of her children. Her name was Cecilia Calder born 1835 Ratter.

Hello Rosemary, Cecilia married Daniel Smith in 1855. He is often mistranscribed as David and Donald.
I am interested in whether this house/s was any kind of 'relief' as Daniel seems to go missing.
Other posts I have made on this site will give more information for you re: Daniel Smith Master Mariner.
Oral family history says that he was 'lost at sea' between USA and Caithness or the other way round. I have never been able to find his death though.
