Can't access Internet Options

I can't download anything from the internet and can't access internet options..............any ideas of what I can do.........that is very simple....bit of a bird brain when it comes to tech stuff. I run Windows XP.

My first guess would be that some malware has got into your system. Do you by any chance already have Malwarebytes installed? If so then update it and run a full scan. If not then find another PC and download the free version from www.malwarebytes.org (http://www.malwarebytes.org) and transfer it to your system using a USB drive, then install and run it.

Let us know if that sorts the problem.
