missing pound sign!

i have an acer notebook, and i cant get the pound sign to work. i know its in settings but how do i change it?!

Control Panel > Regional & Language Settings > Languages Tab > Details > you'll probably find that you've got English (US) installed so click the Add button, select English (UK) as language then click OK a few times!

This is for XP - don't have Vista on this laptop but it should be similar :D
