Use a tripod and use a longer exposure.
Not sure of your camera but you may need a remote cable to stop camera tremble.
Long exposures dont work if it's windy, unless your sheltered.
Try a few test shots 5 seconds then 10 seconds then 15 seconds then see what you've got.
Thats about as basic as you can get.

Your camera has an exposure range from 1/8 t0 1/1200 sec.
This would give your camera a very limited use for low light photography.
If you want night pics with car light streaks and moving lights from planes you need much longer exposures than your camera can provide if what i have read is correct.
Unless there is a way of holding the shutter open for many seconds on a tripod your not going to get the type of pictures you want.
I'm sorry to say it's very much a case of try something else or get a different camera.
Someone else may know more about your camera than i, and may have a better answer for you.
