I think they keep an eye out for anything that's worth money on it's own and the others they stick into albums and suchlike and sell them like that.

They bundle the stamps in bags and sell as 'kiloware' - used to buy 'em when I was young to fill up my collection.. (put in stamps kiloware on Google)
