Public sector net borrowing excluding public sector banks (PSNB ex) in October 2023 was £14.9 billion, £4.4 billion more than in October 2022 and the second highest October borrowing since monthly records began in 1993. PSNB ex in the financial year-to-October 2023 was £98.3 billion, £21.9 billion more than in the same seven-month period last year, but £16.9 billion less than the £115.2 billion forecast by the Office for Budget Responsibility (OBR) in March 2023.
