Ian Ross would never be the man I would trust to run a bath never mind the CNSRP. It’s a pipe dreamers Valhalla with taxpayers cash. There’s no point on one hand buying a bigger bailing jug of a leaking boat if you drilling holes in the hull with the other. Spend the taxpayers money ungrading the housing stock to drive down energy consumption. Once that’s in a stable place ,then think about moving on . These pies in the sky ideas are great of those putting them forwarded , would be better if they where the ones putting their own hand in their pockets to fund it .
