Sheep tax.

Has any one else heard the rumours eminating from Holyrood that The SNP are considering a sheep tax in an effort to raise more funding for alternative energy research?
I have contacted my MSP but so far he has failed to answer the letter.
Do you think this would be a baad move and just more wooley thinking?
