Anyone who's spent time in a dictatorial state wouldn't have any problems believing that FARS would publish this story as truth. There's no such concept as real or "true" truth in such a state - Party policy becomes truth, it's just like Orwell described.

In that sense, it's similar to "facts" presented by secessionists - they're no more "truth" than what the Man in the Moon prefers for breakfast.
