Wouldnt think so as this is specialised work, if the tatoos are home made / indian ink then they can be removed quickly by laser and at a cost of c £300 from Sk:n Aberdeen ( part of a national chain ) , if they are large professional mutli coloured tatoos then Sk:n can do them as well but expect to pay a fortune. Some people claim that a tattoist can tattoo over a tattoo ie making it look like skin...but this is nonsense. The NHS can also do this but you would have to convince a doctor that its worth doing / why its has to be done...expect a long wait though and youd have to travel to get the deed done. How about a cover-up tattoo? Lots of people do that these days.
