Name of plant?

Can anyone tell me what the white plant covering the bank at the car park by the road to Castletown harbour is called?

It is Butterburr.
Its flowers are good early food for bees I believe.
No other plants will grow among it - probably because its leaves shade them out.

Thanks for putting me right. I thought it was wild garlic but there was no smell & I know that's quite pungent.
