Have just been reading Donalsins Diary about the Wick election.
I was a bit confused ( put it down to my age,) but it would appear that there is proportional representation for councilors, is that correct?

A lot of council fiefdoms, mostly labour, were dismantled. This resulted in a number of poorly run councils in the short term, but the long term should be better.
