MS Outlook 2010 problem

I have MS outlook 2010, when I click on a link on an email, it will not open the link and I get this error message:-
This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.
The only thing I have done lately is downloaded Google Chrome then uninstalled it.
Can anyone help please?
