I think it was because when he signed up he didn't realise his username would be what everyone sees, thus removing any anonymity - he queried how to change it here http://forum.caithness.org/showthread.php?t=101513
I was just looking in my user cp and i dont see any way of deleting my account..not that i want to though. The whole thing has me wondering how you do do it though. If someone could post this then he could quit and rejoin with a clean history and user name....job done

Surely you (or anyone who has access to the database) could simply delete his entry and then he's gone, and even free to sign up again under the same email address?
