War Memorial Advertising Signs

I get upset when passing Reay War Memorial to see a small temporary sign erected advertising a local business. I believe its only erected on two days a week but even that is surely out of order at a memorial site.

The War Memorial site and its surrounding area of grass is owned by Highland Council and I would have thought that any advertising thereon would be an absolute no no for obvious reasons.

Is this a Planning Dept issue of some kind or would the Cooncil even be bothered ?.
