From your description of the location its at the Layby at Halsary. I've just reported this incident and the mess is being cleaned up. It's being replaced with a metal bin.
Because I'm a law abiding citizen and why would I ask for more details if I was the perpetrator?

Yes your right about the location but I thought someone had already reported it as there was a car stopped there at the time. Thats why I was suspicious about your asking for details!
