According to Microsoft it could be one of two things
This issue can occur in the following situation:
•The page that you are trying to view is a Flash-enabled Web page.
•The Swflash.ocx file is damaged.

If you are using XP then you can always do a system restore - Start/All Programs/Accessories/System Tools/System Restore. This will take your OS back to a previously known good configuration.
From Google Groups.
Search for the file(swflash.ocx) on your hardrive and when you find it copy it to
C:\WINDOWS\system32\Macromed\Flash
