if mobile signals are poor in your area, then it's unlikely a smart meter will work, though there are versions that can have external or high gain internal aerials.

Just wondering if anyone in the Dunnet, Mey, JOG areas has a smart meter that works? My supplier says the WAN signal around here isn't very good so they're reluctant to install one.
