What would you spend £727,000 on?
£727,000 of public money to be spent on a piece of 'artwork' that most do not want as it will spoil the natural beauty of the river Ness. (Councillors did NOT get to vote on this)
What else could Highland Council have used all this 'spare' cash for.

Regarding the first post. Only part of the money is from Highland council. The largest part is from Creative Scotland who have granted it for this project. If that does not go ahead then the money will not necessarily come to Highland council for another art project but may be distributed to other arts projects in Scotland. The other funders can do likewise. It should be borne in mind that many arts projects are controversial at the time of building but go on to be hugely successful in the future.
