grass strimmer scrabster

hi looking for someone to strim by brother in laws grass in scrabster, after having a stroke he can't manage to cut it, finally got him a better house but the council have told him to cut the grass before he moves or they are going to charge him, which is ridiculous as he uses a walker to get about. and I cant do it as I have slipped discs. anyone who can help please pm me as is needs doing asap Thanks Martyn
