Default Help please with compost bin

I've been preparing a permanet site for my plastic bins, over the past couple of years, by digging out an old compost heap. I intend to infill the hole with the stuff I have riddled out of the compost and maybe spread some of that black weed retardent material before siting the bins. Does this sound ok. I've checked other compost threads and still not sure if the base is better well drained. There are no worms at present in the present compost heap, is that significant!

I would want my bin bottom to be bare earth to allow worms in.
