pop in any windows cd aND removed the partitions

else if you have a penstick

there are plenty of utils you can download and run from it

nukem boot or something is good.

though p'haps your laptop has already got a hidden factory partition that will allow you to reinstall it original OS

look upon boot up on the screen.

why do you think you need to do this?

you could just create a new user called admin with admin rights
then login as that new user
and delte all t he old users

    their files would go too.

    up to you

you also need to bear-in-mind, many older laptops have drivers on them that you cannot get today

    wiping might cause issues

Deleting partitions is not enough. Recovery is possible even after re-partitioning.

Files would appear to go. Again recovery is possible.

However, it's unlikely that the new owner will do that just for the fun of it.
Existing data will eventually be overwritten so just as well to do it yourself.

    i fully understand that

    however.
    its difficult
    without giving 'options'
to guage whst the OP actually understands and 'wants' to achieve
