    Can we send PM's to banned users? If not why? And how do we get in touch with them if it was urgent?.

    I would have thought the answer to your first and second questions obvious. If it was so urgent and important to you I'd be asking why you didn't have their personal contact details. If all else fails, try sending a PM to the Admin team.
