Increased the virtual memory as it was dismally low, removed unnecessary startup programs, cleared temp files, etc. but to no avail. Ended up running the onboard Dell diagnostic utility which showed the hard drive was failing. The Windows 7 repair utility was unable to make a difference to that, so they've opted for a new drive which is now installed & running much nicer :)
