In all fairness Swinney cannot set a full budget until he knows where he stands with Osbournes planned departmental budget cuts, not announced just now when Swoinney should be setting scottish budgets, so anything Swinney sets and its impact on Scotland may have to be re examined in light of planned cuts....surely ?Quote:
