I use Photoshop3 but the water effect is just the result of a long exposure shot with NDgradient filtrers to darken the brighter sky so it doesnt become overexposed.
The top picture was a 1 second exposure and the bottom picture was 6 seconds.
The longer the exposure the smokier or milkier the water will look.

As a rough guide anything from 1 second upwards will get the smokey/milky effect.
from 1/20th to 1 second you will get a mixture of some blurred and some bits that will still look pretty much natural.
At around 1/50th to 1/100th it will look the same as you see it and if you want really sharp shots where the water shows every little droplet then try 1/1000 sec or faster.
Personally i dont like sharp looking water, nor clouds for that matter.

Thanks Sporran,it really is worthwhile getting up early for the views, especially when its almost flat calm. Not a sound to be heard, apart from the fast flowing water of the river.
