Could be many things really

1 - distance your house is from the BT Telephone exchange
2 - congestion on the BT exchange i.e. too many users all connected to the same port at the telephone exchange
3 - viruses on your PC / laptop

try running this speed tester - http://www.thinkbroadband.com/speedtest.html

its better if you run speed tests at different times of the day e.g. morning day and evening then once you have several days data at hand then report it to your Internet Service provider

iv had the computer checked for viruses iv also done speed tests every 3 hours and no change

Does every line in your house have a microfilter?
Is there anything else connected to the phoneline, sky box, fax etc?
How far are you from the exchange?
Does your router have wireless? if so what are the security settings>
Try restarting to safe mode (http://www.computerhope.com/issues/chsafe.htm) with networking and running the test again.

hit the reseet on the modem
goto it diags page

if its bt homehub use the link in the book and see what it says its getting on its config page.
