Question about flight arrival times

Can anybody tell me what does 'all times are local' mean? i.e. if I left the UK at 2pm and arrive in a country with a one hour time difference at 3.30pm, is the time I arrive local to me here in the UK or local to that country, will I actually be arriving at 4.30pm if you see what I mean.

Friends are flying out of Edinburgh at 6am UK time and arrive Malaga Spain at 10.05am Spanish time ( 9.05 UK time) flying time 3 hrs 5 mins.
