Joel Barnett has just been the radio to explain how he came up the Barnett Formula (and I know where it comes from) but he said 85% should go to England 10% to Scotland 5% to Wales and 5% to Northern Ireland.

That makes 105%, now that is clever, NOT.!!

Joel Barnett has also said that when he suggested the formula it was nothing more than a quick "back of a fag packet" calculation for a particular set of circumstances and that as it was only meant as a temporary measure he is amazed that it has been continued for so long.
