As rents are due to rise by an average of £2,46 a week the Highland Council have stated that they can not start to rebuild Housing as they do not have enough Money.
They say that Housing Associations get a 70% in Grants for building new housing, where the Council only get a 20% Grant.
Must be a reason for this but it does not compute for me.
