A bit worried about Rags the terrier who will not go on walks. Perhaps he is old/arthritic/ill? Who ever heard of a jack russell type that would not run circles around the owner, at the mere rustle of the leash. Hecks they will run circles in the living room just for the fun of it (and chew up your fave shoes when done running).
Has the owner taken Rags to the vet recently.
