if your talking birds it would probably be the tawny owl although it more likely to be heard rather than seen. On the non bird direction then i would have to plumb for the good old fashioned teat owl :lol::lol:

The most seen owl is probably the Barn / Screetch Owl as it hunts at dawn and dusk and it's mostly white plumage is easily spotable, the most heard owl would be the Tawny and in mountainous areas the Long Eared Owl can also be seen at dusk.
I went looking for Little Owls a couple of evenings back but was unlucky although they are not uncommon near where I live.
