Looks like one of the Orkney Towage tugs from Scapa flow, possibly off down south for a refit :)

I have just looked at the above Tugmistress and was surprized to see the vessel my husband sails on. The Vos Lismore.

Not sure of the name Tugs but your right ,it certainly looks like one of the two tugs that operate out of Scapa Harbour.
They are a pair of work horses, i was watching them last October when a very large Chinese Tanker had four smaller Russian tankers transfering oil ship to ship in Scapa Bay.
