Flood Warnings!

Was listening to the news and they said 42 flood warnings put out to England and Wales, why cant the goverment get thier act together and build more reservoirs to collect this water and use it when they have droughts in the summer, surely it would benifit the people and insurance companys?

My O H in Cambridge overnight on business just driven to Heathrow for flight home and he said it was just awful conditions took him hrs to get there never seen rain like it and still pouring
