Big Metal Thingie at Naver

Can anyone tell me what the big metal container thingie is for, up in the carpark at Naver, by the all weather pitch? First time ever i seen someone going into and out of the thing with bags when i was goin past the other day, but, what's it for?? It's been there for ages too.
