Cany anyone help me post a new topic on the jobs vacancies?

I'm trying to advertise a job on Caithness.org, but keep getting the message that "only users granted special access can post topics in this forum".

Previously approached Neil Fernie who advised me to register, which I think I alread did. But I'm still unable to do this. Anyone have any suggetions as to where I'm going wrong?
