Oz Dialling Code

Ok you guys - can anybody help me? Have just received a text from relative just arrived in Australia and she had given me a new MOBILE number and says google the dialing code - well google getting me nowhere. Anybody know what I have to do - have tried a couple of numbers but no use.

0018 (Telstra special rates)
0019 (Fax calls - Singtel Optus)
then add 61 after prefix

How does that help me send a text unicorn?

well I suppose you just take the number they have given u take off the 1st 0 and put 0061 in the front so if 007799332211 was her no it would be 006107799332211
