The Scottish Executive has announced its legislative programme for the next couple of years.

The Lib Dems, stealing the main policy of the Scottish Socialist Party, made abolition of the council tax their leading policy in the last elections to Westminster.

But it comes as no surprise to see no mention of this in the proposed legislation.

Of course they could promise this in the Westminster elections where they had little chance of forming a government. But in the very parliament where they share power with New Labour, and where most research has been done (by the SSP) to show how the tax in Scotland could be easily replaced by a fairer system based on the ability to pay, they have conveniently dropped the issue.
