I just heard this on BBC news and here http://news.bbc.co.uk/1/hi/uk/6979891.stm and it looks like the outbreak was caused by a broken/damaged pipe between the two labs.
I guess that means that the reports that said the foot and mouth outbreak was caused by a strain similar to those found in the labs were true.
