I've built a website and was wondering if anyone knows where i'd get a tool so people can input their email address and be notified when the site has been updated???

How you went about that would depend a lot on who hosts your site and what they will let you do. Most servers will have a script available so people can enter their email address in a form which would be sent to you by email then you could notify them yourself when you update your site. I'd take a look on your ISPs, or whoever hosts your sites, web site to find out how to do it.
