Obvious, I should have thought. Presumably, it's to stop people doing deals with other people to give each other positive rep, or to stop vendettas when someone (or a group of someones) decides to negative rep someone they don't like.

If some people are sad enough to spam the board to build their count of posts, you bet there'll be people sad enough to want to raise their rep level. The way it's set, you have to earn rep over an extended period of time.
