Who is in charge?

I received a PM, using Niall Fernie identity, on 11/4/07 informing me that I had received 5 infraction points for insulting another member. My sin being that I posted a caption on the photo of a man snogging a donkey.
After sending three PM’s, Mr Fernie finally replied today telling me that he has no idea what the infraction was for as he hasn’t been on the org for three weeks!
If he didn't send the PM, then who did? Are members of the ‘Admin’ allowed to use each others identities? Who is actually dishing out these infractions, or is it just a free for all amongst the elite? If names and identities can be swapped at will then there cannot be any accountability. Who is in charge? :confused

All infractions appear to come from Niall from the users point of view, in the admin section the Infraction is listed under the moderators name.

There is no account swapping & I suppose I'm in charge but since the site belongs to Bill it's up to him if he wants to change anything.
