As long as the BRITTISH government fixes the size of the block grant awarded to Scotland via the Barnett formula then all Brittish MP's MUST vote on issues concerning Brittish expenditure. Although health, transport and education etc, etc, are devolved powers, they are still financed from Westminster. The English can't have it both ways.

So it's fine for Scotland to have its own assembly and make decisions for itself but not ok for England to do the same. Decisions which affect the whole of the United Kingdom should quite rightly remain the remit of the Westminster parliament but given that Wales and Northern Ireland have their own assemblies seems a tad hypocritical denying the English their rights as well.

That is not the point. Evel amounts to English devolution in all but name. The Scots needed a referendum to get Westminster to recognise Scottish desire for devolution but David Cameron seems to think that if he gets into power then he can just push the legislation through in the next session.

Why Scotland so worried about south having their own votes on tax etc. If Scotland gets more power to raise tax and we are lead to believe Scotland can go alone with out the rest of UK, then I would not worry much about it.
