Contact environmental health at council - sure they can advise or where advice available.

It's not just people deliberately feeding the gulls that brings them in, but all the dropped fish supper papers with a few chips left and other leftovers that encourages them. If the seagulls didn't come and clean up the rat population would soon come scurrying. Most of the scavengers we love to hate are only cleaning up after our messy wasteful ways.

I also heard that bread and scraps are not good for the birds, not sure if that is right or not. Some folks must have plenty money to spend by time the can afford to buy enough stuff that they can feed the gulls also
