Black Boxes on Thurso/Dounreay Road

Does anyone know what the black boxes mounted in existing road signs, one at Balmore Animal Rescue Centre and one at Forss Hall, are for.
Are they speed detectors or just traffic monitors?

Don't imagine they are speed cameras unless they have the warning signs up before them, legal requirement, so probably monitors.
