Just seen the thing about council house price rises being 5%, which buy my reconning is 2 and a half times inflation!
I also remember that if the council tennants voted to transfer the housing stock to a private entity, the Government would wipe out the Highland Councils housing debt.
So why can the Government not just give the council the money anyway, so the the rent rise would be less, and they council would not have to use thier "prudential borrowing powers to fund part of the housing investment programme" (quote from the homepage).
