sky broadband and calls

we were offered sky unlimited broadband which is meant to be free and then calls and line rental for 15 pound a month i phoned up to take it and then they say our location is outwith there area and we would have to take broadband at 24 pound a month instead,i asked why i got the offer and they say it was because our area was upgrading its exchange but not for a while and i would have to take the contract and they would drop the price when the exchange was upgraded
